Suggestion to President Noynoy

While we're in the hospital, there are only a number of major activities to do: eating, sleeping and watching TV. I got to watch the proclamation of the new Philippine President, Benigno Simeon “Noynoy” Aquino. It was the first time I was able to watch such an event. After the proclamation, I continued watching and saw his first ever press conference as President. Honestly, I am not pro-Noynoy. I kinda campaigned and voted for Mr. Gibo Teodoro because of his good and fresh ideas on how to run this country. But, as I watched President Noynoy answered the questions, I said to myself that it wasn’t that bad after all. I hope he could really turn Philippine fate and that there could be positive changes for our country.
President Noynoy is right when he said that the first thing to do is to make an inventory of the problems that his government is facing. In the context of problem solving, this is part of the Define phase of DMAIC or the QC Story #1 of the Quality Circle Story. But...DMAIC has 5 phases and QC Story has 8 steps...it should not end in problem identification.

I hope the new administration will become Quality practitioners all throughout the six-year term. There are a lot of tools and methods that the government could use in effectively solving our problems. In fact, DTI and Development Academy of the Philippines (DAP) are offering training on some of these tools. The government is even conferring the Philippine Quality Award (PQA) to outstanding organizations both in private and public sectors. This award is being handled by DTI in collaboration with DAP and the Philippine Society for Quality (PSQ). The Philippine President is conferring this award to deserving organizations. PQA uses the concept of Malcolm Baldridge National Quality Assessment in order to evaluate the organizations applying for the award and this is a good tool also in improving organizations.

What’s my point?

I was lucky enough to have attended PQA Assessors Training and that I had been part of one assessment cycle. I was also able to attend one training offering from DAP, “Innovation and Quality Circles” with an expert from Singapore as the resource speaker. I am amazed that we, in the private sector, are benefiting from the training being given by DTI and DAP (and these are good training) but only a few government agencies are availing these programs. What a pity! I hope this would change now that we have a new President.
